Country modifier
Scales the daily headcount that reinforcing brigades take back on. The country-wide value adds to the per-unit-type Reinforcement Speed, and the total is applied as a multiplier. Faster reinforcement keeps worn-down brigades at fighting strength, as long as manpower and arms are available.
