Scales the casualties a country's forces suffer, on either side of a battle. Country-wide, per-unit-type and the battle province's sources are summed with the matching attack or defence variant and applied as one multiplier; negative values reduce losses. Terrain such as mountains and forest gives defenders this kind of protection.
