Country modifier
A country's passive defence against foreign espionage and meddling, summed from policies and other sources. It makes discovery of foreign operations more likely, raises the cost of foreign faction actions and support against you, and lowers the appetite of rival governments to try them. Counterintelligence works automatically, without assigning a diplomat.
