Shortens or lengthens the cycles of diplomatic missions, including treaty negotiations. The country's value and the assigned diplomat's value are added together, and each cycle's duration is divided by one plus that total. Speed changes how fast results arrive, not their odds; a cycle already under way keeps its due date and the new speed applies from the next one.
