Equipment Replacement

Country modifier

Offsets the yearly build-up of Obsolete Equipment in every province the country owns. Obsolete equipment normally accumulates by a few points a year and drags down economic growth; each point of replacement cancels a point of that accumulation. Enough of it holds a country's industry at the current state of the art.
