Max Manpower

Country modifier

Scales the size of a country's manpower pool cap. Every source is added up as a percentage and the total is applied as a multiplier to the cap the unoccupied population would normally support. A larger cap means more men available to raise and reinforce brigades; a large negative value, as under a demilitarized state, can shrink the pool to nothing.
