Mediation Effectiveness
Diplomat modifier
Scales the progress a diplomat makes when mediating or de-escalating, such as calming a stand-off. Sources are summed and the result multiplies progress by one plus that total. It is separate from Treaty Acceptance, which adds flat points to a counterpart's willingness.
