Monthly War Exhaustion Change
Country modifier
Added to a country's War Exhaustion each month, on top of the normal model in which losses raise exhaustion during war and peace lets it recover. Every source is summed. A positive value makes the public tire of war faster (and recover more slowly in peace); a negative value keeps the home front steady.
