Nuclear Estimate Confidence
Country modifier
Raises the confidence of a country's estimate of one specific rival's nuclear forces. It is directional, earned mostly through espionage, and adds to the confidence also gained from satellites, inspections and penetration of the rival's networks. Better intelligence means a truer picture of what the other side really has.
