Public Health
Country modifier
Raises the country's public health level, a 0–100% input to its demographic model, above the scenario baseline. Healthcare laws and medical and food research add to it. Health below the midpoint costs up to about one percent of population growth a year, while health above it adds only a little, so it does most good where mortality is high.
