Tax Efficiency
Country modifier
The share of what the tax rate asks for that the state actually collects. All sources are summed, corruption counts against it point for point, and the result multiplies the revenue from the tax rate (it can never fall below collecting nothing). Efficiency scales the tax collected, not the economy: 10% efficiency at a 25% rate brings in an extra 2.5% of output.
