Treaty Leverage
Country modifier
Extra leverage a country holds over one specific counterpart in treaty negotiations, usually earned through espionage. It is directional: it applies toward the country it was gained against and shows in that pair's leverage breakdown as Intelligence. More leverage makes the other side more willing to accept your terms.
